This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5.  This solicitation is issued as a request for quotation (RFQ).  All responsible sources may submit a quotation which shall be considered by the agency.


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.  The full text of clauses incorporated by reference can be obtained at https://www.acquisition.gov.


Prospective vendors are advised that funding is not currently available for this requirement and an order can be awarded only if funds become available.


This requirement is for maintenance of existing installed DSX Physical Access Control System (PACS) and Closed Circuit Television (CCTV) systems and equipment for the CBP Office of Information and Technology (OIT) facilities located in the Washington, DC National Capitol Region in accordance with the attached statement of work (RFQ Attachment 1).  For informational purposes only, CBP has provided an attachment showing the number of calls from January 2018 through December 2018 (RFQ Attachment 2). 


Prospective contractors must be DSX authorized dealers and must provide proof of this with this quote.  A brand name justification for this action is attached (RFQ Attachment 3).


The anticipated period of performance is 12 months, from 3/17/2019 to 3/16/2020.  Services may be invoiced monthly upon completion of each month's period of performance.  The contract type is firm-fixed-price (FFP).

INSTRUCTIONS TO QUOTERS

Submitting your quote. Quotes shall be submitted via email to Cynthia Young at cynthia.c.young@cbp.dhs.gov. ; Include the RFQ number 70B04C19Q00000020 in the subject line of your email.  Quotes must be received by March 6th, 2019 at 3:00 pm Eastern time.  Quoters are responsible for ensuring their quote is received prior to this response time.  Quoters are encouraged to verify receipt of their quotes via email only.

Content of Quotes. Quotes shall contain the following information:

1. The number of this RFQ;

2. Company name, address, and telephone number;

3. Monthly price for services described in the SOW (for a total of twelve months);

4.  Proof of UL certification and status as a DSX authorized dealer;

5. Acknowledgement of any amendments to this RFQ (if applicable);

6. Completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.  Note: The quoter shall complete only paragraph (b) of this provision if they have completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal. ; If the quoter has not completed the annual representations and certifications electronically, the quoter shall complete only paragraphs (c) through (t) of this provision;

7. A statement of acceptance of the terms of this RFQ;

8.  Past performance questionnaires: Using the attached Past Performance Questionnaire (RFQ Attachment 4), quoters shall provide a maximum of three references from the past three years concerning contracts or orders that are similar in scope, size and complexity to the tasks described in the SOW.  Quoters shall provide the form to the past performance reference for completion.  References shall provide the completed questionnaire directly to the contract specialist via email at cynthia.c.young@cbp.dhs.gov no later than the closing date/time of this solicitation.   It is the responsibility of the quoter to ensure that past performance references are received on time.   Federal Government references are preferred; however, if these are not available references may include State and other local government and private entities.  References may or may not be contacted by the Government.

Terms of your quote. Quotes must be based on the terms of this RFQ. CBP may reject any quote that is not based on these terms.

Issuance of purchase order. Quotes shall contain the quoter's best terms.  The government intends to award on the basis of initial quotes; however, after the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more quoters of the Government's choice before issuing a purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government's choice and will not use the formal source selection procedures described in FAR Part 15.  The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

System for Award Management (SAM). The prospective awardee shall be registered in the SAM database prior to award. Contractors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.

Questions regarding this RFQ. Question regarding this RFQ shall be submitted via email only to Cynthia Young at cynthia.c.young@cbp.dhs.gov. ; The deadline for questions is February 15, 2019 at 3:00 pm.  Questions received after this date may not be answered.


BASIS OF AWARD


The Government will award a purchase order resulting from this RFQ to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, based on consideration of price and past performance. 


The Government will evaluate past performance through the use of Past Performance Questionnaires, and may also use information obtained from other sources.


A written order in response to the successful quotation will be e-mailed or otherwise furnished to the successful quoter. The Contracting Officer may ask the vendor to provide written acceptance of the order.


APPLICABLE CLAUSES AND PROVISIONS


Applicable clauses and provisions are provided as an attachment (RFQ Attachment 5).  The applicable wage determination is also provided as an attachment (RFQ Attachment 6).
