The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Dynamic Systems, Inc. maintenance and calibration of a Gleeble 3500 thermo-mechanical system. The compliant service is available solely from Dynamic Systems, Inc., as DSI has the experience and proprietary knowledge required. The NAICS code is 334519 and the business size is 500 employees.

The proposed purchase order is being solicited on a sole-source basis to Dynamic Systems, Inc. The proposed action is for service of DSI products, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Dynamic Systems, Inc. is the only source of the required service, with no other vendor capable of performing. The NSWCCD intends to award a firm fixed-price purchase order to Dynamic Systems, Inc. using Simplified Acquisition Procedures.


Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 31 October 2019 This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 10/31/2019 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
