The solicitation number is FA9302-15-M-L009. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-77 and DFARs Change Notice (DCN) 20141113. Federal Supply Class (FSC)/Product Service Code (PSC) code is D322. NAICS is 517110 and the size standard is 1500 employees.

This acquisition is for full and open competition. The Air Force Flight Test Center Directorate of Contracting, Operational Contracting Division, Edwards Air Force Base, CA is seeking to purchase the following service:


Commercial ISP line for Netherlands (NLD) partners within the Joint Strike Fighter program. The NLD has approval to operate their F-35 ground systems on their national network, called TITAAN. The DS3 line is required to connect the TITAAN enclave at Edwards to the TITAAN cloud in the Netherlands. NLD personnel will use this DS3 line in performance of their daily duties as part of the Joint Strike Fighter (JSF) Operational Test Team (JOTT). See attached the Statement of Requirement (SOR).

Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit in writing a complete quote including delivery FOB destination (Edwards AFB, CA 93524). Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
