The Federal Bureau of Prisons, United States Penitentiary, Atlanta, Georgia, intends to issue solicitation RFQP03011900023 for Quarterly Subsistence - Dry Goods. This solicitation will be 100% restricted for small businesses.

The delivery will be FOB destination. Delivery dates will be from October 1-31, 2019, unless otherwise stated in the solicitation. Deliveries will be made to the United States Penitentiary, 601 McDonough Blvd., S.E., Atlanta, GA 30315.

Firm-fixed price contracts will be awarded by the Government. The Government reserves the right to make a formal single award or multiple awards. The Government will award to responsible vendors who submit quotes that conform to the solicitation and are considered to be the most advantageous to the Government; past performance and price will be considered. Prices will be rated higher than past performance. Past Performance will be evaluated on past performance with USP Atlanta, other Federal Bureau of Prisons institutions and Contractor Performance Assessment Reports (CPARs). Rating will consist of contractor's ability to deliver within the timeframe required and quality of goods delivered, and will then be rated as a go or no-go.


The solicitation will be made available on or about August 14, 2019 and will be posted to the General Service Administrations Federal Business Opportunities website: http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have accurate and up to date information about this solicitation.


Offers shall be received on or before the deadline of August 28, 2019, 4:00 pm Eastern Standard Time, via email. Email is the preferred method of submission. (NO FAX QUOTES WILL BE ACCEPTED.) Once your quote has been received, I will respond via email stating "Received". If you do not receive a response, please verify the status of your submission via email. Quotes received after the deadline will not be considered! The anticipated award date is September 23, 2019. Please do not bid on items that you have no access to, it becomes an issue to change vendors after items have been awarded, it will be noted as a performance issue for future solicitations and subsequent awards.
You will be responsible for providing the correct prices to match our units of measurement. I will not do the conversions on the math. If you fail to meet the attached delivery schedule or attempt to provide an item that doesn't meet the specifications it will be noted as a performance issue and your bid for the next quarter may not be considered. There will be no exceptions to the specifications listed in the solicitation. Potential awardees may be required to send a label and/or sample so that the Food Service Administrator can make a preliminary determination as to whether the product is acceptable. Then once the product arrives, it will be closely inspected by the Food Service Administrator and/or the Warehouse Receiving staff for rejection or preliminary acceptance. Since a product may require thawing, cooking or tasting to determine specification compliance, receipt of delivery is conditional to allow for adequate examination and testing. Products that are conditionally received and found to be unacceptable must be picked up at the vendor's expense within 2 weeks of notification or it will be disposed of. Payments will be made using Electronic Funds Transfer (EFT) or Government Purchase Card.


All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 Contract Terms and Conditions - Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the SAM database. Offerors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's DUNS number into the SAM database. All potential offerors are required to complete the annual representations and certifications electronically via the On-line Representations and Certifications Application (ORCA), which should be completed at http://sam.gov and submit a copy with your quote. This information is included in this solicitation in the provision FAR 52.212-1 Instructions to Offerors - Commercial Items. Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award. Faith Based and Community Based Organizations are included.
