GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov . Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.

The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government.


This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below.


Proposed Solicitation Issue Date: Estimated on/about November 20, 2019.


The NAICS Code for this requirement is 236220 Institutional building construction general contractors with a size standard of $36.5 million.
Description:


The historic Garden Key Harbor Light located on Fort Jefferson is structurally unstable and the lighthouse is likely to decline rapidly without immediate treatment. General maintenance and intermittent repairs performed in the 1930s, 1970s, 1990s, and 2000s have performed reasonably well and have allowed preservation of the structure for 140 years. Continued deterioration and shortening maintenance cycles indicate that the structure is on a downward course. The current level of deterioration, the failure of past repairs, and an interest to lengthen maintenance cycles all point towards comprehensive off-site treatment rather than limited in-situ repair. The proposed, Level II treatment involves dismantling the structure and moving it to an off-site facility for repair and rehabilitation. The level of work currently warranted cannot be adequately performed in situ. Dismantling the structure will allow for a more thorough evaluation of the material conditions and compatibility issues, and will result in more durable and long-lasting repairs. The structure will be disassembled and transported to a barge by a gantry system or crane. The intent is to remove each of the four tiers intact and remove only those components that prevent safe disassembly of the structure. Individual components of the structure will be dismantled off site, cleaned, and inspected for deterioration and damage. Removal of riveted components will likely involve drilling or burning out the rivets. Effort will be made to retain and repair original components where possible and to provide new replacement components that are compatible with the original in form and other defining characteristics. All original, repaired, and replacement components will be coated on all surfaces with a high-performance coating system. A Naval-grade marine coating system is being considered for increased durability. The structure will be reassembled on site and re-anchored to the existing masonry walls of Bastion 6.
Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price.


Estimated Price Range: $1 million - $5 million


Estimated Period of Performance: February 2019 - August 2021


Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents


A pre-proposal meeting may be posted and date/location will be noted in the solicitation.
