1. General

This is a DRAFT Screening Information Request (SIR) announcement. This announcement is NOT a SIR or a Request For Offer (RFO).

The FAA is not seeking, nor accepting, unsolicited proposals. The FAA will not be liable for any costs associated with the preparation of responses to this Draft SIR, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Any costs associated with the Draft SIR submissions will be solely at the interested partybs expense. If a solicitation is issued, it will be announced on the FAA Contract Opportunities website. It is the vendorbs responsibility to monitor the website for release of the solicitation.

Industry participation is strictly voluntary. Failure to provide a response to this Draft SIR will not prevent a vendor from submitting a formal response to the FAA's release of any future SIR.

2. Purpose

The purpose of this announcement is to allow industry the opportunity to review and provide input on the Draft SIR for the FAAbs planned Controller Training Solutions (CTS) procurement. This is an effort to promote continual open communications with industry in the hopes of improving the Final SIR.

The Draft SIR consists of Sections B, C, D, E, F, G, H, I, J, K, L, and M, and Attachments J-1, J-2, J-2/Appendix A, J-3, and L-1. The following sections/attachments are not included with the Draft SIR but are anticipated to be included with the Final SIR: Section A, and Attachments J-2/Appendix B, J-4, J-5, J-6, J-7, J-8, L-2, L-3 and L-4.

The FAA anticipates conducting an unrestricted competition for the CTS services described in the Draft SIR. The anticipated period of performance for this effort is seven (7) years, consisting of a 1 (one) year base period and 6 (six) one (1) year option periods.

3. Industry Responses to Draft SIR

Industry responses may consist of both questions and/or comments pertaining to the Draft SIR and its attachments. Responses must be provided using the attached bCTS Draft SIR b Industry Question-Comment Matrix,b and all questions/comments must include the appropriate document/attachment references as requested in the matrix. Any industry responses that are not in the matrix format may be at risk of not being addressed.

All responses must be emailed to the CTS Contracting Officer (CO), Wanda Mundy, at wanda.mundy@faa.gov, by no later than 12:00 PM Eastern Time on Thursday, December 20, 2018, and must include company name and point(s) of contact, telephone number(s), email address(es), and mailing address. Any proprietary information submitted must be properly identified. Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. The FAA intends to publish Industry questions/comments and FAA responses. Questions/comments will not be vendor-attributed.

4. Industry Day

Vendors are advised that the FAA intends to host a CTS Industry Day on February 14, 2019 in the Washington, DC metropolitan area. Additional details are forthcoming and will be published to the FAA Contract Opportunities website.
