 1.   The facility at Black Rapids, AK has a requirement to re-hardware/repair all of the windows in bldg.2019 training center facility.  The requirement is to re-hardware all of the existing tilt & turn windows in building 2019 with new tilt & turn hardware systems. Accessories, transportation, and storage as required to perform all work in accordance with specifications, commercial practices and industry standards. See SOW for additional requirements.


 A site visit will be conducted on 27 July 2018, 1000 AKT at BLDG 2019 Black Rapids, AK. Failure to attend the site visit listed in FAR Clause 52.236-27 and identify obvious conditions does not constitute a valid claim for differing or unforeseen site conditions.


 Any questions must be submitted by e-mail to the point of contact below NLT 28 July 2018 by 4:30 PM AKST. All questions will be responded to through FBO only.


 The magnitude of this project is between $25,000 and $100,000.


 Offers must be received electronically at darnell.m.holliman.civl@mail.mil. No other method of offer submission will be accepted. Adobe (.pdf) and Microsoft (.doc) are acceptable formats for submitting offers. The electronic file must be under 8MB total to ensure it can be received by e-mail. If you are having any issues submitting your offers, please contact Darnell Holliman as soon as possible.


 The Government reserves the right to cancel this solicitation. Any questions should be sent to the point of contact listed below.

 **INSTRUCTIONS TO OFFERORS- This is for HUBZone set-aside offers only**

(a) Submitting your quote. Submit/fill in offeror amount/company's quote on the SF 1442, page 3, section B electronically to darnell.m.holliman.civ@mail.mil. You may submit more than one quote. If you do, we will evaluate each separately.

(b) Submission deadline. We must receive your quote at the e-mail address above by SF 1442, 7 Aug 2018 close of business is 4:30 PM AKT. We will not consider any quote that we receive after the deadline.

(c) Terms and content of your quote. Your quote must be based on the terms of this request for quote (RFQ). We may reject any quote that is not based on these terms in every respect.

(d) Evaluation procedures. The Contracting Officer will consider past performance as well as price when making a decision for award. Award may be made to other than the lowest priced offeror if upon review of past performance information it is determined to be in the best interests of the Government. FAR 13.106-2(b) allows for the evaluation of price and other factors to include a review of PPIRS or any other reasonable basis which includes a FAPIIS, SAM, & EPLS review. All eligible offerors are evaluated on Lowest Price after a PPIRS, FAPIIS, SAM, and EPLS review to exclude those with negative past performance.

 (e) Site visit: Failure to attend the site visit listed in FAR Clause 52.236-27 and identify obvious conditions does not constitute a valid claim for a differing or unforeseen site condition.
