Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for Marketing, Advertising, and Fulfillment Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.
The Defense Human Resources Activity (DHRA) intends to award on a competitive basis, a contract for The Defense Personnel and Family Support Center (DPFSC) Marketing, Advertising, and Fulfillment Services. A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation.
The solicitation number is H9821018R0025 and issued as a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-98, effective 31 May 2018, and DPN 20171228. This requirement is being advertised 100% set aside to small businesses. The NAICS code is 541890, Other Services Related to Advertising, and the size standard is $15.0 million.
Contract award type shall be a Firm-Fixed Price Contract. The Period of Performance will be date of award through 6-months for the base period and four 12-month option periods.
Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 11:00 AM Eastern 9 July 2018. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date.
Offerors may email written questions requesting clarification of the RFP to the Contracting Officer, Robert Freeman and the Contract Specialist, George Tamayo at: robert.c.freeman42.civ@mail.mil and george.s.tamayo.civ@mail.mil respectively. No information concerning this RFP or requests for clarification will be provided in response to telephone calls. Questions will be received up to 11:00 a.m. Eastern on 14 June 2018. Questions received after this time and date will not be answered.
