The Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management Office of Procurement Services hereby issues solicitation DOL-OPS-15-R-00050 for Research Support Services for the DOL Bureau of International Labor Affairs (ILAB). The Government anticipates the award of a single Firm Fixed Price (FFP) Research and Development Contract.

The requirement is posted under the North American Industry Classification System (NAICS) Code 541720 - Research and Development in the Social Sciences and Humanities, with a Small Business Size Standard of $20.5M. The Product Service Code (PSC) for the requirement is AJ71, R&D- General Science/Technology: Social Science.

The period of performance shall be 12 months from the award date with four (4) 12-month option periods.

Please refer to solicitation DOL-OPS-15-R-00050 for all instructions, conditions, notices, and general guidance related to this procurement.

The DOL will utilize Best Value-Trade-Off Source Selection Procedures as authorized by the Federal Acquisition Regulations (FAR) 15.101. Offers will be evaluated and the contract will be awarded to the offeror that represents the best value to the Government, with the evaluation based on the Trade Off Process. The evaluation factors and their relative importance will be stated in the solicitation.

Issuance of the solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of quotes.

Electronic submission and Mail/Hand Delivery of proposals via e-mail are the ONLY acceptable method for submission. If proposals are received via any other method, they will not be accepted or reviewed.

It is the ultimate responsibility of the Offeror to ensure delivery of their proposal and all related documents to the designated point of contact via e-mail on or before the closing date and time.

The solicitation may be downloaded from the FedBizOpps website listed above. No paper copy / hard copy of the solicitation will be distributed.
Prospective Offerors MUST be actively registered in the System for Award Management (SAM) to be eligible for award.
