RFI/Sources Sought Notice for Tax Recovery Services

The Request for Information (RFI) is intended for market research efforts. DLA Energy is contemplating issuing this requirement on the following General Services Administration (GSA) Federal Supply Schedule (FSS) schedule 520-9 Recovery Audits. DLA Energy is also issuing an RFI on Federal Business Opportunity (FBO).


DLA Energy is seeking capability information from interested parties who can meet the requirements and capabilities as defined in the attached Draft Performance Work Statement (PWS) for the anticipated 5-year contract period. The anticipated period of performance is September 27, 2017 through September 26, 2020 with the potential of one (1), 24- month option period. The total contract value Rough order of Magnitude (ROM) is anticipated to be between $5,000,000 and $7,000,000. The draft PWS describes only the scope of services currently contemplated and may vary from the scope in a final PWS included in any subsequent Request for Quotations (RFQ).


Responses to this notice will assist the Government in further refining the requirement and to determine whether a small business set-aside is viable. Responses will not give preference to any company, obligate the Government to a set-aside or be used as an offer/quote upon release of a related RFQ. Response to this request is not a requirement to submit offers on future RFQs.


Review the attached draft PWS in its entirety and provide responses within 10 pages, 12 pt. font, Times New Roman. Submissions over the page limit may not be reviewed. The cover sheet and table of contents are not counted in the 10 page limit. Responses should be legible and in numerical order, and contained in files 10 MB or smaller. All responses must be in PDF format and shall contain no cost or pricing information.

Responses are requested no later than Tuesday, May 30, 2017 by 5:00PM EST.

DLA Energy requests that respondents provide in the suggested format and address the following:


1. Cover sheet- include RFI number and name, company, address, technical point of contact with printed name, title, email, GSA Schedule number (if applicable), CAGE Code and date.
2. Brief description of firm including the year the firm was established and number of employees
3. Relevant Experience- Provide a description of your company's experience and qualifications related to the scope of the PWS. Provide a description of performance history of 1-3 projects of similar scope, completed within the last five years. Include the schedule contract number and contract type, if applicable.
4. Management and Personnel- include a summary of your firm's Management structure and Key Personnel with experience in the Recovery Audit services.
5. Subcontract: Will any portion of the requirement will be subcontracted? If so, what is the estimated percentage?
6. Contractor Questions- is there any additional information which may be helpful in understanding this requirement? What questions do you have about the PWS? Please provide any comments or suggestions.


All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Respondents are responsible for clearly marking proprietary or competition sensitive information contained in their response. RFI submissions will not be returned. Any expense associated with responding to this RFI, is the sole responsibility of the respondent.
