DLA ENERGY FUEL REQUIREMENTS FOR COG 8 (MT, ID, WA, OR)

This Request for Information (RFI), SPE605-19-RFI-1014, is being issued for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA Energy).  DLA Energy is seeking to identify businesses that are interested in, and capable of providing ongoing ground fuel support for various customers located in COG 8, which includes the states of Oregon, Washington, Montana, and Idaho.


The purpose of this RFI is to identify qualified potential sources, to include the following:

•·         Small Businesses (SB) (to include Small Business refineries)

•·         Small Disadvantaged Businesses (SDB)

•·         Woman-owned Small Businesses (WOSB)

•·         8(A) Qualified Businesses

•·         Indian Incentive Program Businesses

•·         Historically Underutilized Business Zone (HUB Zone) Small Businesses

•·         Veteran-Owned Small Businesses (VOSB)

•·         Service-Disabled Veteran-Owned Small Businesses (SDVOSB)

The total estimated fuel quantity for the DLA Energy COG 8 Fuel Program is approximately 48 million gallons with 200+ line items. The fuel products sought potentially include the following:

Bio Diesel B20 (BDI)

•·         Ultra Low Sulfer Diesel (ULSD) (DS1) (UW)

•·         ULSD (DS2) (US)

•·         Red-Dyed ULSD #2 Grade (DSS)

•·         Red-Dyed ULSD #1 (DSW)

•·         Fuel Oil, Burner #2 LS (FL2)

•·         Fuel, Ethanol (E85)

•·         Gas Oil, Marine (MGO)

•·         Gasoline, Regular Unleaded (MUR)

•·         Gasohol, Mid Unleaded (GUM)

•·         Gasohol, Regular Unleaded (GUR)

•·         Gasoline, Premium UNL (MUP)

•·         Gasoline, Aviation (100LL) (130)

•·         Kerosene K1 (KS1)

•·         Jet Fuel, Type A (JAA)

•·         Turbine Fuel, Aviation (JP8)


The deadline for responding to this RFI is 2:00pm Eastern Time, September 18, 2019. 

In responding to this notice, please provide the following specific information:

•·         1.  company name

•·         2.  DUNS Number and CAGE Code

•·         3.  Email address

•·         4.  Phone number

•·         5.  Business size with regard to the standard set for the North American Industry Classification System (NAICS) Code 324110 for Petroleum Refineries.  The SBA's table of size standards can be found at this website: https://www.ecfr.gov/cgi-bin/text-idx?SID=b919ec8f32159d9edaaa36a7eaf6b695&mc=true&node=pt13.1.121&rgn=div5#se13.1.121_1201

•·         6.  Type(s) of fuel that your company is capable of supplying

•·        7.   State whether or not your company is a refinery

•·         8.  If your company is not a refinery, provide the name and location of the refinery(ies) from which you would source fuel

•·        9.   List the states (OR, WA, MT, ID) that your company can supply

•·         10.  List any socioeconomic/small business programs that apply to your company (e.g. Small Business, Small Disadvantaged Business, Woman-Owned Small Business, Service Disable Veteran Owned Small Business, etc.).  Ensure that the System for Award Management (SAM) website correctly identifies your company status. 

General information regarding RFIs:  In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.  This RFI is issued solely for gathering information and planning purposes and does not constitute a solicitation for proposals.  Any response to this notice will be treated as information only.  DLA Energy will not provide reimbursement for costs incurred in responding to this RFI.  Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI.  Responses to this RFI do not bind DLA Energy to any further actions.
