DISPATCH TECHNICIAN SERVICES - 2019 BURNING MAN EVENT

The Bureau of Land Management (BLM), Nevada State Office has a requirement for a contractor to provide experienced and trained personnel to staff and operate the BLM portion of the Emergency Dispatch Center (EDC), 24 hours per day in support of the 2019 Burning Man Recreational Event (August 20, 2019 through September 5, 2019), with an option for services for the 2020 Burning Man Event

The Burning Man Recreational Event is an international art festival and an experiment in a "temporary community dedicated to radical self-expression and self-reliance". The temporary community of Black Rock City is created for eight days and becomes the seventh largest city in Nevada. The event takes place on the Black Rock Desert within the Black Rock/High Rock NCA, managed by the Winnemucca District Office. A Special Recreation Permit (SRP) is issued to Black Rock City LLC, which is responsible for all activities within Black Rock City. Project area is in the BLM Winnemucca District, Pershing County, NV. The Service Contract Act (SCA) is applicable and the appropriate SCA Wage Decision will be included in the solicitation.

The competitive solicitation, 140L3919R0003, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 561990, All Other Support Services and the size standard is $11.0M (per the SBA's Table of Small Business Size Standards).

A Request for Proposal (RFP) solicitation package will be available electronically on or about Friday April 12, 2019 at www.fbo.gov and www.fedconnect.net. Proposals will be due no later than Friday May 10, 2019. Potential offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.

Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).

This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
