DISAs Broadband Global Area Network (BGAN) Remote Access Service (RAS)
The Defense Information Technology Contracting Organization (DITCO), 2300 East Drive, Scott AFB IL 62225, intends to issue a sole source contract to Inmarsat Solutions (US) Inc., 1101 Connecticut Avenue, NW, Ste. 1200, Washington, DC 20036. This acquisition includes the development, installation, testing, and deployment of the direct connect service between the DISA theater and the appropriate Inmarsat terrestrial network for the Defense Information Systems Agency (DISA) Network Services Commercial Satellite Communications Center (NSK). Supporting network operations and sustainment for the direct connect service, as well as assisting with network training and troubleshooting will be required. DISA requires a "Direct Connect" between the ground segment networks at the Inmarsat BGAN Satellite Access Stations (SAS) and the Distribution Provider networks to which they are connected. As the sole owner and operator of the BGAN I-4 constellation of satellites and the SASs, Inmarsat is the only source that can provide the direct connect to fulfill the Government's requirement.
A request for a written proposal is expected to be issued 17 JUN 2014. Anticipated award date is 15 SEP 2014. The resultant contract will be firm fixed price contract with a one (1)-year base period and four (4) one-year option periods. The period of performance is contingent upon contract award.
Sustainable acquisition requirements do not apply.
The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other type of property or services will satisfy the agency requirement.
Any company that can provide the required direct connection between Inmarsat and the Defense Information Systems Network may request a copy of the solicitation no later than 03 July 2014 via the following address: [email protected]. Oral requests will not be accepted. Responsible sources may submit a proposal, which shall be considered by the agency.
