The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program, comprised of the Science and Technology (S&T) Directorate's SBIR program and the Countering Weapons of Mass Destruction (CWMD) Office SBIR program, invites small business concerns to review and respond to Request for Proposals (RFP), 70RSAT19R00000003A


All pertinent information can be found in the attached FY 19 SBIR Solicitation document.


Please read the solicitation in its entirety.


Proposals submitted which do not conform to the parameters established in the solicitation, will be deemed NON-RESPONSIVE and will not be evaluated.


All Questions surrounding this RFP must be submitted no later than 12 Noon ET on January 9, 2019.


All questions from industry and the Government responses shall be posted to FBO.gov.


Questions for S&T topics shall be submitted to Tanisha.Walcott@hq.dhs.gov.


Questions for DNDO topics shall be submitted to CWMD.SBIR@hq.dhs.gov.


Each complete proposal must be submitted via the DHS SBIR online proposal submission system portal at https://sbir2.st.dhs.gov.


Completed proposals must be submitted no later than 12 Noon EST on January 23, 2019.


It is mandatory that potential offerors be registered on the following websites:

Only small business, as defined in the Small Business Administration (SBA) SBIR Policy Directive, are eligible to submit proposals.
