1. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. It is neither a solicitation announcement nor a request for proposals and does not obligate the Government to award a contract. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research, and to obtain information regarding: (1) the availability and capability of qualified sources; (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method.

2. The Government intends to award a Firm Fixed-Price contract to the successful offeror to provide reoccurring preventative maintenance services for Uninterruptable Power Supplies (UPS), Effluent Decontamination System (EDS) Water Treatment Systems, Cook Tank (proprietary by Progressive Recovery Incorporated), Variable Frequency Drives (VFD), Breathing Air Systems (proprietary by Atlas Copco), and Chemical Showers. The contractor shall be required to respond to service calls related to the Breathing Air Maintenance and respond to Ft. Detrick, MD within 2 to 4 hours.


3. The government intends on awarding an IDIQ portion of the contract, requiring the contractor to provide repair services for aforementioned UPS, VFDs, Breathing Air system, and Chemical showers as needed. Additionally, the contractor must provide Stainless Steel Piping Repair services, including certified welding services by a welder certified to weld pressure vessels. The contractor must also have the capacity and certification to install various Acrovyn wall coverings. Contractor must also be capable to make repairs or replace high performance water resistant architectural coatings from various manufacturers. The government will require annual Pressure Vessels certifications related to the cook tanks.


4. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business: Large or small business. If a small business, please include your socio-economic status (e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business), and must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described above. Respondents capability response must address past experience, to include contract #'s, with the systems as detailed in paragraph 2 of this notice.


5. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). All interested Offerors should submit information by e-mail to: Zachary.price@nih.gov. All submissions must be received no later than 2:00 PM Eastern Time on Friday June 28, 2019. After review of responses to this announcement, the Government intends to proceed with the acquisition.
