The U.S. Army, Army Contracting Command (ACC) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the Armament, Research, Development and Engineering Center (RDECOM-ARDEC) is currently seeking qualified sources with the demonstrated capability to conduct highly specialized engineering & technical support for the development, engineering, integration, demonstration, and transition of innovative technology solutions and advanced manufacturing processes to assist the warfighter throughout weapon system life-cycles while meeting Army "Modernization" and "Readiness" objectives. The advancement of materials, devices, and processes are crucial for the U.S. Army to meet current and future objectives.
The US Army has been engaged in the development of advanced armament, munitions, and soldier systems technologies, disruptive technologies, additive/advanced manufacturing, specialized training, integrated prognostics/diagnostics, and advanced control of military systems and the manufacturing processes to support the organic industrial base, especially for Armaments and Munitions.

Furthermore, the contractor shall have demonstrated proficient knowledge in the development of innovative manufacturing processes, and highly developed modelling and simulation, structure education and workforce development related to advanced materials and associated fabrication (energetic & non-energetic) including nanomaterials, active/reactive materials, gradient materials, multi-functional materials, and their characterization, analysis, and development. As well as the processes and equipment to support the industrial base, development of advanced threat detection technology (including energetics detection, weapons and threat scenario detection for the warfighter and homeland defense technologies), advanced manufacturing (including additive manufacturing, 2d/3d printing, electronics, metals, composites, plastics, energetic, etc.) and integration of technologies into weapons systems and protection systems required.


The development of these technologies encompasses the following: material development, characterization, engineering, scale-up, equipment selection, and mode of production, producibility, recovery, re-use of raw materials, testing, education/training, innovation, ideation, and technology transfer. To transition these materials and components from conception to production, manufacturing processes and techniques must be scaled from laboratory up to production size. These will require new methods and state-of-the-art technologies to be developed for the development, engineering, testing, integration, and assessment of these enabling technologies to support RDT&E, Operation & Maintenance (O&M) and Sustainment Support for Tri-Service/DoD Materiel systems as well as Joint Base Operations/ Mission Support.


Tasks within this program will be classified to the secret level and as such all respondents must have safeguarding capabilities, personnel security clearances and secured lab facilities in accordance with the following Security guidance documents: National Industrial Security Program (Operating Manual- DOD 5220.22-M, January 1995), Operating Manual (DOD 5220.22M- Sup 1, February 1995), and COMSEC Supplement (DOD 5220.22-S, March 1988).



All responsible, interested offerors are encouraged to submit their capabilities/qualification data and any pertinent information in hard copy or via email. Contractors responding to this notice should confirm that they possess demonstrated knowledge and capabilities, secure facility and personnel with security clearance to the secret level to work on this effort, demonstrated experience/expertise in the areas of providing technical engineering, technology infusion, materials, propellants, explosives, and manufacturing, operation and maintenance, sustainment services, in support of various weapon systems and their associated components, munitions and electronics being developed and produced for ARDEC and its strategic partners. Provide information as to previous contracts that the firm has executed and explain the relevance of the past project to the scope of this requirement described herein. Include the magnitude of the past project along with contract numbers, description of work, points of contact, phone numbers, professional's qualifications and specific experience of personnel identified to perform the work as well as any other information that would enable the government to assess a firm's capabilities.

This is a market survey to be used for informational planning purposes only and shall not be construed as a Request for Proposal (RFP), nor is the Government obligated to issue an RFP. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The government is not obligated to notify respondents of the results of this survey.
