This is a Sources Sought Notice for the following services related to VA Medical Center, Bath NY project 528A6-17-602; Bridge Rehabilitation .
The VA Medical Center, Bath, New York is seeking professional engineering firms, under NAICS code 541330, to provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to Refurbish the Bridge.
PROJECT SCOPE:
The general scope of this project is for design services to rehabilitate the existing bridge at the VA Medical Center located in Bath, New York. The Bridge is in need of Structural repairs such as, deck replacement, Structural members repaired, replacing expansion joints, repairing the structural steel supporting the walkways and re-pour the walkways and rebuilding the abutments and installing weeps.

A/E SCOPE OF SERVICES

Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review, and construction period services as required for Bridge Rehabilitation as described herein, including all Engineering Services and Architectural work associated with this project.

Provide contract specifications utilizing the VA Master Specifications (supplied to the VAMC Bath on a CD rom or through e-mail in MS Word format) edited to remove all impertinent specifications for this project.

Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work.

Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments.

Provide four (4) sets of Architectural E1 (30 x42 ) size working drawings, specifications, and cost estimate at the 50%, 70% and the 100% design review stage. Also provide, four (4) sets of drawings stamped by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Additionally provide electronic copies of the final design submission in both AutoCad and PDF formats. (AutoCAD format must be no earlier than AutoCAD 2006 version and no newer than AutoCAD 2012.)

Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 120 days from contract award.

Provide a detailed material/ labor cost estimate for construction of this project at the 100% design review stage.

Attend pre-bid job walk and provide all engineering responses in writing to questions asked by potential bidders and issue an addendum, if necessary.

Provide a technical review of all project submittals/shop drawings related to the Project. Provide all required responses in writing to any design/conflict questions encountered in these areas during construction in an expeditious manner.

Upon completion of the project, provide (2) sets of stamped Architectural E1 (30 x42 ) as built drawings, as well as in AutoCad and PDF formats.

1. Team proposed for this project;
2. Proposed management plan;
3. Previous experience of team proposed for this project;
4. Location and facilities of working offices;
5. Proposed design approach for this project;
6. Project control;
7. Estimating effectiveness;
8 Miscellaneous experience and capabilities;
9. Awards & recommendations;
10. Insurance & litigations.

The applicable NAICS code is 541330. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before award.
SDVOSB firms desiring consideration must have a working office located within 300 miles of the Bath, New York city limits and be licensed in New York State. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F. The estimated construction cost for this project is $500,000 to $1,000,000. The NAICS code for this procurement is 541330 and small business size is $15.0 million.
