The U.S. Coast Guard is considering whether or not to set aside an acquisition for one of the following types of business concerns or to solicit unrestricted:


* HUBZone Small Business concerns

* Women Owned Small Business concerns (WOSB)
* Small Business concerns


The applicable North American Industry Classification System (NAICS) code is 238220 Plumbing, Heating, and Air-Conditioning Contractors with a small business size standard of $15.0 million.
The estimated value of the procurement is between $1M and $3M.


The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to perform the following work:


Background
This is a design-build project to be completed at the United States Coast Guard Marine Safety Unit (MSU) and Electronic Support Detachment (ESD) located in Valdez, Alaska
The MSU structure is an approximately 15,000 SF concrete building. The facility consists of a galley/dining facility, personnel housing, offices, and the Vessel Traffic Center. The facility is two stories with a partial basement. The HVAC controls systems and major mechanical and electrical systems require repair and reconfiguration.
The 2,000 square foot ESD building (adjacent to the MSU building) has shops, storage, offices, and equipment rooms. The mechanical control system requires repair, reconfiguration, and connection to the MSU building management system

Scope Summary
• Design and install a Direct Digital Building Control system with remote access. The control system will control all HVAC equipment located in the MSU and the ESD buildings. Provisions for local and remote access control within an open architecture and framework shall be provided.
• Repair and reconfigure the central hydronic heating system boiler room (serves both building), replacing the existing constant volume (water and glycol systems) with a variable flow, glycol based system. This includes a complete piping reconfiguration of the hydronic system in the boiler room.
• Repair hydronic heating distribution system terminal units and flow regulation components within the MSU and ESD buildings.
• Repair the ventilation systems within the MSU and ESD buildings
• Rebalance and repair ventilation system as required to meet current MSU and ESD building space use requirements.
• Create operations and maintenance manuals for all new and existing equipment.
• Test and Balance all new and existing building systems in the MSU and ESD buildings.
• Commission the entire building and all new and existing systems after repairs are complete.
• Repair MSU building domestic hot water system within boiler room including; piping and tank insulation, tank heating water recirculation pump replacement, and building hot water recirculation pump replacement.
• Provide boiler room ventilation fan with relief.
• Correct panel board deficiencies, including replacement of panel boards A1 and A2,
• Provide short circuit analysis, coordination, feeder voltage drop, and arc flash calculations for service, main switchboard, and throughout the building distribution panels. Label hazards in appropriate locations throughout building.

(d) Evidence of successful relevant past performance on similar repair projects to include contract numbers, project titles, dollar amounts, and  reference points of contact and telephone numbers.


All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
