DEMOLITION OF VARIOUS BUILDINGS-NELLIS/CREECH AFBs, NV

THIS PRE-SOLICITATION SUPERSEDES PRE-SOLICITATION W912PL-19-B-0011 WHICH WAS POSTED ON 12 SEPTEMBER 2019. THE RESPONSE DUE DATE IS CHANGED FROM 12 NOV 2019 TO 19 NOV 2019. THE SOLICITATION WILL BE AVAILABLE ON OR ABOUT 18 OCTOBER 2019. ALL OTHER PARAMETERS REMAIN UNCHANGED.
 
Demolish and dispose of two (2) three-story buildings. One is approximately 11,000 sf and the other is approximately 23,000 sf. Both were used as dormitories. Demolish and dispose thirteen (13) one story single family homes approximately 1,700 sf each in size. Demolish and dispose of an out of service Compressed Natural Gas station. These structures are located at Nellis AFB. Demolish and dispose three (3) out of service single wide trailers. Each is approximately 1,350 sf in size. Demolish and dispose of one (1) trailer, approximately 5,800 sf in size that has been used as office admin space. These structures are located at Creech AFB. Demolition will include asbestos remediation.

The proposed project will be a Sealed Bid Procurement in accordance with FAR Part 14 to result in a competitive, firm-fixed price contract. The results and analysis of the market research will determine the acquisition decision.


The estimated magnitude of the project is between $5,000,000 and $10,000,000. Estimated duration of the project is 365 calendar days. The North American Industry Classification Code (NAICS) for this procurement is 238910 -- Site Preparation Contractors. The Small Business Size Standard is $16,500,000.00. Classification Code: P - Salvage Services.


Bids are solicited only from small business concerns. Bids received from concerns that are not small business concerns shall be considered non-responsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern.


An award will be made to the responsible bidder (see FAR 9.1) whose bid is responsive to the terms of the Invitation for Bids and is most advantageous to the Government, considering only price and the price related factors included in the Invitation, as provided in Federal Acquisition Regulations Subpart 14.4.


Bidders are advised that this project may be delayed, cancelled or revised at any time during solicitation, evaluation, selection, and/or final award process.


The solicitation will be available on/or about October 18, 2019.


Plans and Specifications will not be provided in hard paper copy. The solicitation and all amendments will be available for downloading at www.fbo.gov.
