This is not a request for either a quote, or proposal, or an invitation for bid. The intent of this pre-solicitation notice is to notify potential offerors of Solicitation N4008519B4001.

This is a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) for a Firm-Fixed-Price construction contract.
The Contractor shall provide all labor, management, supervision, tools, material, and equipment to Demolish Coal and Ash Handling Systems at Building 152 aboard Marine Corps Air Station (MCAS), Cherry Point, North Carolina.

The work includes site improvements including demolition of existing sidewalk and sidewalk addition; demo of bOutside Verticalb coal and ash handling equipment, hopper, shake out pit, conveyor, precipitators, chutes, ash silo and blowers; demo of bInsideb coal and ash handling equipment, bucket elevator, bunkers, coal storage bins, conveyors, chutes, dust collector, and hoppers; demo of bOutside Horizontalb coal and ash handling equipment reclaim, pit, hoppers, conveyors, infill conveyor pit, coal yard house, 2,600 linear feet of rail road track, lift station, convert coal yard to parking lot and incidental related work.
A complete set of specifications and drawings will be included in the solicitation.

This acquisition is a Total Small Business Set-Aside under NAICS Code 238910 with a small business size standard of $15 Million.

The procurement method utilized is FAR Part 14 Sealed Bidding and the magnitude of the acquisition is between $1,000,000.00 and $5,000,000.00.

The Wage Determination is - General Decision Number: NC20190065 01/04/2019

Bid Guarantee: Offerors shall submit a bid bond for 20% of Bid Price. After award, Payment and Performance Bonds are required for 100% of awarded contract price.

Offerors must be registered and active in the System Award Management (SAM) website at https://www.sam.gov/SAM/ prior to bid opening to be eligible for an award.
Unregistered or inactive accounts will be cause for rejection of bids.

Offerors must complete representations and certifications required in the solicitation and submit with bid. Details will be available in the solicitation.

A tentative organized site visit is schedule on or about 13 August 2019 at 10:00AM. Details and requirements for the site visit will be available in the solicitation.

The solicitation will be made available in electronic format only (adobe Acrobat .pdf) and will be posted on the Navy Electronic Commence Online (NECO) website at https://www.neco.navy.mil/ and Federal Business Opportunities (FBO) website at https://www.fbo.gov/index?s=main and mode=list and tab=list when it becomes available, on or about 05 August 2019 for free of charge.
Notifications of any updates or amendments to the solicitation will be posted on the NECO website only. Contractors are encouraged to registered on the NAVFAC NECO website. Only registered contractor will be notified by email when amendment to the solicitation are issued.

A tentative Bid Opening is schedule for on or about 04 September 2019 at 2:00 PM.

This is a new procurement. It does not replace an existing contract. No prior contract information exists.
