Contractors are encouraged to offer their most advantageous/best proposal. The contractor shall submit their proposal by 26 Oct 2016, 1:00 p.m. (EST) to the contracting office (CO) and contract administrator (CA) by email listed below in order to be considered. Proposal is on an all or none basis and must be valid through 21 Dec 2016. All questions must be submitted by 21 Oct 2016 at 3:00 p.m. EST. The government will not accommodate any questions after 21 Oct 2016 at 3:00 p.m. EST.

The contract shall provide the following services:
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4497DEMO_151092. This procurement is 100% small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 238910. For the purpose of this procurement the small business size standard is $15.0M. The Government intends to issue a single award from this solicitation. Evaluation for this acquisition will be best value based on lowest price technically acceptable. A best value determination will be made by evaluating the following factors: price, and references/past performance. The U.S. Government reserves the right to refrain from awarding to any contractor in the event that all Offerors progressing beyond the technically acceptable evaluation are determined to have offered pricing that is not considered realistic, reasonable, or complete. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91, Defense Acquisition Circular 20160923, and Air Force Acquisition Circular 2016-0603.
