The City of Chicago (City), acting through its Department of Revenue (DOR), invites the
submission of proposals from firms and entities involved in the collection services marketplace
for the collection of payments owed to the City for taxes, fees, and fines; all as may be due
pursuant to the Municipal Code of Chicago and other applicable authorities. Companies able to
demonstrate sufficient experience in providing quality debt collection services are invited to
submit proposals pursuant to this RFP.
The City may elect to award a contract to more than one Vendor, or may consolidate all debt
with a single Vendor. Should the City elect to award multiple contracts based on responses to
this RFP, each Vendor may not always receive an equal number of Referrals or Referrals of all
debt types. Debt Referrals generally will be assigned based on the Vendors performance record
(as determined throughout the term of the contract). However, initial Referrals will be
distributed, as equitably as can be reasonably determined by the DOR, based on the RFP
response describing the Respondents degree of experience, area of expertise, as well as the
degree of experience of the Respondents proposed staff assigned to service the City, the
Respondents overall qualifications and ability to interface into the Citys Source Systems(s),
and other demonstrated capabilities.
