The Naval Sea Systems Command intends to procure 25,000 hours of specialized technical engineering services on a sole source basis from Lockheed Martin Rotary and Mission Systems, 2323 Eastern Boulevard, Baltimore, MD 21220-4207 in support of the DDG51 ship class Machinery Control Systems (MCS) under current production contract N00024-18-C-4208.  Services will include but not be limnited to:  assist in planning, installation, design, checkout, adjustment, operation, disassembly, and repair of the MCS; perform on-the-job instruction and training of Navy personnel (military and/or civilian); support of hardware Engineering Change Proposals (ECPs); and technical support for the integration of the Government's computer programs on the hardware.  It is anticipated that the modification will be awarded around 30 April 2019, with performance concluding four years thereafter. 

 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.  The consideration of alternate sources for this requirement would result in an unacceptable delay for the source to become familiar with the hardware developed under the contract, and that would significantly impact the delivery schedule.
