This is a Sources Sought notice in accordance with FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. All responses will be used for market analysis in determining the availability of potentially interested Small Business firms and may be used to determine an appropriate acquisition strategy.  The anticipated NAICS code(s) is: 238220 Plumbing Heating and Air-conditioning with a size standard of $15 million.

 The purpose of this project is to upgrade the existing Direct Digital Control (DDC) system for the entire 189th Airlift Wing Campus. The system will receive a comprehensive upgrade to modern standards in order to maximize speed and efficiency and improve system reliability and security. System upgrades will include new control modules, new control panels, and all modifications necessary to enable the system to run entirely on Ethernet connections/network and communicate with the existing control point devices and sensors that work off the existing Apogee Siemens DDC Controls system. Upon completion of the project, no portion of the system shall rely on any of the existing multi-mode fiber network.


This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.


Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be made available only on the Federal Business Opportunities website (https://www.fbo.gov). It is the responsibility of potential offerors to monitor FBO for additional information pertaining to this requirement. 
 


Basic Project Requirements:

     1.      Furnish and install control panels with programmable controllers in all 17 environmentally controlled facilities. The panels upgraded will be an extension of the existing Apogee Siemens DDC Controls system. Programmer controller will consist of PXC Compact Series Controllers (PXC-24 and PXC-36) or PXC Modular as appropriate for the control configuration of the buildings.

     2.      Provide all programing and point connection to each building devises and sensors.

•    3.      Provide identification of hardware and wiring.

•    4.      Provide one-year warranty on parts and labor.

     5.      The government shall provide all communication Ethernet cabling the contractor requires to connect to the new controllers in the new panels.


Response Requirement

Due to the in-depth extent of these repairs and critical nature of the DDC system to both the mission of the 189th AW and the protection of sensitive IT equipment, a rapid response time for warranty work and any necessary programming adjustments is required:

a)      Maximum response time during work week = 8 hours

b)      Maximum response time on weekends and holidays = no later than 1200 on next day

  2.      Can you meet the above desired response time to provide full service and customer support for the 189AW Siemens Direct Digital Control (DDC) system?


  3.      Do you have experience upgrading a Siemens control system from multi-mode fiber network to a modern Ethernet network?


  4.      Do you have experience modifying existing, customized DDC programming and graphics to for compatibility with new Ethernet network connections?


  5.      How many years of experience do you have programming graphics and control settings on DDC consoles using Siemens Control equipment?


  6.      Do you have experience working on Air National Guard DDC systems and associated energy conservation control settings?


  7.      Is your company name and address registered in System for Award Management (SAM)?

This sources sought should not be construed as a commitment by the Government for any purpose nor will the Government reimburse any costs associated with the submission of information in response to this notice. Any information submitted by respondents to this sources sought is strictly voluntary and will be used solely for the purpose of market research. Please be advised that all submissions become Government property and will not be returned.
