General Services Administration (GSA), Public Building Service, Greater Southwest Region, Dallas Service Center, intends to solicit proposals for the replacement of the sanitary sewer leading to the USMS holding cells located in the Earle Cabell Federal Building in Dallas, TX.


Offerors will be expected to provide all management, supervision, labor, materials, equipment, and supplies necessary to perform the demolition and replacement of the existing sanitary sewer located between the 15th and 16th floors of the Earle Cabell Federal Building. All work must be completed between 6:00 PM on Friday and 6:00 AM Monday.


This procurement is set aside for award to a small business. Offers from large businesses will not be considered. The estimated magnitude for this project is between $100,000 and $250,000. The solicitation will be issued under the NAICS code 236220 Commercial and Institutional Building Construction which has a small business size standard of $36.5 million.


The solicitation will be issued on or about October 12, 2017. Proposals will be due on or about November 13, 2017. Award is anticipated on or about December 8, 2017. The Period of Performance for the project is 165 calendar days after the issuance of the Notice to Proceed. The solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. It is the offeror's responsibility to monitor www.fbo.gov for the release of any amendments.


A solicitation will be issued requesting both written technical and price proposals. Offers will first be evaluated on technical capability. Those offers found to be technically acceptable will then be evaluated on price. The technically acceptable offeror with the lowest evaluated price will receive the award after all responsibility determinations are verified. For this procurement technical capability is approximately equal to cost or price. The Government intends to award without discussions but reserves the right to hold discussions if determined necessary.


All responsible small business firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management www.sam.gov for registering their firm and completing representations and certifications.


Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check. Specific security requirements will be contained in the solicitation.
