1.1 - Background

The Louisiana Department of Revenue (LDR) maintains information system applications to support tax administration, budget development, budget requests, and performance measurement of these applications. Application data for these systems reside in relational databases (DB2/MVS, SQLServer, and Access) and non-relational data sources (sequential files, VSAM files). Currently information access for these systems is supported by static data inquiry screens within each application, extensive development of custom reports, and limited ad hoc access to the operational database of each application.

1.1.1 Purpose

The goal of the project is to provide a highly accessible, intuitive, single point of access to the information contained within the LDR's various applications. The vision for meeting this goal includes the development of a series of business area data marts, the deployment of a web enabled business intelligence tool, and finally the development of an enterprise data warehouse. Due to the scope and complexity of the development effort, the system will be implemented in four distinct phases:
Phase I: Design, development and implementation of the Department's first data mart.
Phase II: Sequential implementation of full data marts across all business areas.
Phase III: Implementation of an enterprise data warehouse.
Phase IV: System lifecycle maintenance to modify and/or enhance the application.

The purpose of this Request for Proposal (RFP) is to obtain competitive proposals as allowed by Louisiana Revised Statute 39:1503 from bona fide, qualified proposers who are interested in providing the consulting services required for Phase I of this project - the design, development and implementation of the Department's first data mart. The services are to include:
The review and analysis of the Department's Integrated Tax System data along with ancillary systems.
The collection and analysis of user requirements.
Assisting the State with identifying the functional area for the Phase I data mart.
Definition of the functional requirements of the Phase I data mart.
Creation of the data mart's logical data model.
Physical database design.
Creation of Cognos 8 metadata model(s) (utilizing Framework Manager)
Knowledge transfer to State staff related to all contract areas of activity.

In order to respond to this RFP, a proposer MUST meet the following conditions:
The proposer must have experience in the design, development, and implementation of data warehousing and business intelligence solutions.
The proposer must have experience with MS SQL Server 2005 SSIS (Integration Services), Microsoft Visio Professional 2003 SP2, Cognos 8 (report and metadata building)
The proposer must provide at least two (2) but no more than five (5) customer references for work performed related to the type of services being proposed in this RFP.
