DARPA 60th Anniversary Publication (No Cost Contract)
The Defense Advanced Research Projects Agency (DARPA) seeks a vendor to produce a one-time, 60th Anniversary publication at no-cost to the Government. This commemorative publication will be published in June of 2018 to coincide with DARPA's 60th anniversary.
DARPA intends to award a no-cost contract for a civilian enterprise (CE) publication in accordance with, and subject to, the requirements of Department of Defense Instruction (DoDI) 5120.4, "DoD Newspapers, Magazines, Guides, and Installation Maps", effective March 17, 2015. No price/cost proposal is required.
No-cost CE contracts are not subject to the Federal Acquisition Regulation (FAR) or Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information because they do not involve the expenditure of appropriated funds. However, the right to circulate advertising in these publications to the DoD readership constitutes contractual consideration to pay for these DoD publications.
The successful offeror will provide the necessary support (content writers, editors, publication support, advertising sales, etc.) to ensure the final publication contains significant information about DARPA's history, past achievements, organization, and current and future programs and initiatives.
