Sources Sought Notice to conduct Market Research for Dam Improvement and Repairs at Whittier Narrows, Sepulveda, and Hansen Dams in Los Angeles County and Brea Dam in Orange County, California.
The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the community of general contractors. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. No proposals are being requested or accepted with this notice. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.
Description of Work: The Government is seeking qualified, experienced sources capable of providing all labor, material, equipment and all else required to produce a 100% fully functional electrical system. Any calculations, drawings, and/or development of engineering features of the work to be accomplished, reviewed and approved for this project will be done by engineers who are licensed professionals with a minimum of 4 years of current experience to practice in their respective professional field in the respective state of the United States of America for which the project is located and sealed by the respective engineers, submitted for approval. The Contractor is responsible and liable for the complete data collection, verification, design and construction.
Work includes but is not limited to:
    evaluating the location of and condition of existing concrete pads and foundations and determining if the installations meet design, manufacturer, and UFGS requirements for new equipment;
    replacing existing convenience receptacles;
    demolishing existing concrete electrical vaults located in dam control;
    demolishing electrical devices, existing interior and exterior lighting and controls, components, wiring and conduits that are not to be reused, existing service equipment with possible PCB contamination (refer to supplemental specification UFGS-02 84 33 for proper handling of equipment);
    providing and installing new H2S system monitor and remote sensors and new electrical systems to include power, exterior/interior lighting and lighting controls, emergency and egress lighting, voice/data communications, and controls and grounding;
    designing an electronic security system which includes security lighting, antiterrorism force protection per UFC 4-010-01, access control, intrusion detection and video surveillance;
    providing and installing new junction boxes at gate hoist motors, new power panels, dry type transformers, combination motor starters, controllers, communication and control panels, a new service entrance and grounding per UFC NFPA70 2014 and ANSI C2;
    providing new underground service conductors between each riser pole and dam control tower with grounding;
    demolishing existing grounding system and assessing components for possible reuse and provide grounding system design per US Department of Agriculture Rural Electrification Administration REA Bulletin 1751F-802; and
    providing as-built drawings for the installation.
The location of this work is at Whittier Narrows, Sepulveda, and Hansen Dams in Los Angeles County, California and Brea Dam in Orange County, California.
The estimated magnitude of construction is between $1,000,000.00 and $5,000,000.00.
Estimated duration of project is 90 Calendar Days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 238210 Electrical Contractors and other wiring Installation Contractors Small Business Size Standard for this acquisition is $15 Million.
Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under this sources sought synopsis. All technical evaluation factors and sub-factors have not been assigned at this time. Past Performance will be evaluated.
CAPABILITY STATEMENT:
If your company is interested in this project, please reply to the following questions, responses shall be limited to 5 pages.
(1) Offerors name, address, point of contact, phone number, and email address.
(2) Offerors interest in bidding on the solicitation when issued.
(3) Offerors capability to perform a contract of this magnitude and complexity (include offerors in-house capability to execute the construction, comparable work performed within the past 5 years, and brief description of the project, customer satisfaction, and dollar value of project) provide at least 3 examples.
(4) Offerors examples of previous work performing electrical facility upgrades.
(5) Offerors type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned Business, 8(a)).
(6) Offerors Joint Venture information, if applicable, existing and potential.
(7) Offerors bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars).
(8) Offerors (other than small businesses) should also provide their assessment of the degree of involvement by small and SDB subcontractors, stated as a percentage of subcontracted dollars.
Interested offerors shall respond to the Sources Sought Notice no later than 2:00 PM (local time), 23 January 2017. All interested contractors must be registered in System for Award Management (SAM) to be eligible for award of Government contracts.
