This announcement is a Market Survey / Request for Information for the purpose of soliciting feedback regarding existing capabilities from educational providers to meet FAA Cybersecurity training needs. Responses to this announcement will be used for informational purposes only to support the development of an acquisition strategy for the contemplated Cybersecurity Training Initiative (CTI). The information will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked. This is not a Screening Information Request or Request for Proposal.

In accordance with the National Cyber Strategy released by the White House in September 2018, the Air Traffic Organization (ATO) has a requirement to develop a robust and well-trained cybersecurity workforce. Accordingly, the FAA has a requirement to develop a cybersecurity training program that would include the following FAA Cybersecurity training needs:

1. Develop and maintain Cybersecurity curriculum in the areas of:
- Critical Infrastructure, Resilience, and Protection
- Safety Assurance & Risk Management
- National Security Policies & Reporting
- FAA Familiarization & CyTF Table Exercise (Capstone)

2. Deliver Instructor Led Training (ILT)
3. Develop and implement continuing education training for cybersecurity advances and innovations.
4. Training to individuals leading to formal accreditation in the field of Cybersecurity.

The FAA requests responses from industry to address the following:

1. Describe your firmbs understanding and experience with FAA training procedures and methods, including FAA Standard 028.

2. Describe your capability and experience developing and maintaining a comprehensive cybersecurity training curriculum in the areas described above.

3. Identify the customers for whom you have provided a cybersecurity training program and provide a list of courses developed including a brief course synopsis.

4. Describe your capabilities for conducting online or distance educational programs.

5. Describe your cadre of resources (e.g. instructional designers and training instructors) and their experience developing cybersecurity training programs.

6. Describe your firmbs ability to provide flexible classroom training including in-residence environments such as a FAA facility.

7. Describe your experience providing continuing education training for cybersecurity advances and innovations.

8. Describe some of the challenges, lessons learned, and successes in developing a cybersecurity educational/ training program.

9. Describe if you have conducted a program that leads to a cybersecurity degree and / or certificate, both on-site and web-based, as well as professional certification and program accreditation for a Government organization. What were the significant obstacles you encountered and how did you overcome those obstacles?

This Market Survey must not be construed as an obligation on the part of the FAA to acquire these items. Since this is not a Screening Information Request or Request for Proposal, no results will be issued to the responding firms. No solicitation for these items exists currently. If a solicitation is issued, it will be announced on the FAA Contract Opportunities website. It is the vendorbs responsibility to monitor the website for release of the solicitation. The FAA will not entertain or accept unsolicited proposals for this work.

The FAA will not be liable for any costs associated with the preparation of responses to this Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Any costs associated with the Market Survey submissions will be solely at the interested partybs expense.

The FAA may request that one, some, all, or none of the respondents to the Market Survey/Request for Information provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA.

Interested vendorsb responses must be submitted by email no later than 5:00 P.M. Eastern Time on November 18, 2019. Responses to this Market Survey are limited to 15 pages, must be in writing, on company letterhead, and must include respondent point of contact information including name, telephone number, e-mail address, and mailing address. Any proprietary information submitted must be properly identified. Information from vendor submissions may be used in future acquisition activities on a non-vendor specific basis.
