This notice is issued solely for informational and planning purposes and does not constitute a solicitation or firm requirement. This is strictly a Request for Information (RFI) for tentative services for the United States Army Human Resources Command (HRC). No Request for Proposal (RFP) exists; therefore, do not request a copy of the RFP. Responses to this RFI are not proposals to which Army Contracting Command - Rock Island (ACC-RI) can issue contracts.

This requirement is for HRC Cybersecurity Support Order (CSO), which was formerly one of three parts of the ETSO (Enterprise Technology Support Order) requirement.

The CSO requirement is a non-personal services task order (TO) to provide Cybersecurity support and associated Information Technology (IT) services, including, but not limited to, conducting risk analysis and vulnerability assessments, meeting all regulatory standards and guidance, optimizing processes to meet IT security related goals and strategies, and performing gap analysis.

The Government is requesting feedback on the draft PWS, as well as any questions you may have regarding the PWS or the requirements in general. Please closely review the PWS as if you were going to submit a proposal and submit questions for additional information you will need to be able to propose. Please note, the draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in the final PWS included in any future RFP. Vendors are also encouraged to submit any applicable ideas by which the Government could achieve cost savings on this acquisition.

ACC-RI is also issuing this RFI to research the pool of vendors who are interested, qualified, and capable of performing the required CSO services described above. The Government will use the responses received for information/planning purposes and to identify potential sources as part of market research.

The Government requests that interested parties respond to this notice by providing the company's capability to meet the draft performance requirements. Capability statements shall include the following: company name, point of contact, address, telephone, website and email addresses, currently available contract vehicles, brief description of company and its capabilities to perform the CSO requirements in accordance with the draft PWS, brief descriptions of recent and relevant projects for tasks similar to those in the draft PWS, DUNS number, CAGE Code, Tax ID number, as well as size category and socioeconomic status.

All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responders are solely responsible for all expenses associated with responding to this RFI. ACC-RI will not pay for information received in response to this RFI. Responses to the RFI will not be returned.

Capabilities, feedback and questions are due no later than 7:00 a.m. Eastern time on 10 April 2017. The maximum page limit for each submitted capability statement is set at a length of 12 pages; questions and comments on the draft PWS are not considered to be included in the 12 pages. Please utilize the attached CSO Question Template for all questions and comments.
