Presolicitation Notice: FA8773-19-Q-A027; previously posted as FA8773-18-R-8021


In accordance with FAR 12.603, this is a combined synopsis/solicitation posting.


38 CONS/PKC intends to issue a solicitation in support of Cyber Operations Supplemental Skills Training III (CyOSST III) at the 39th Information Operations Squadron (IOS) to purchase training vouchers for System Administration, Networking, and Security (SANS) courses and one Global Information Assurance Certification (GIAC) attempt per student.  Vouchers are redeemable for minimum class size of fifteen (15) students with the option to add students to the class at a per-seat cost.


The proposed contract is sole source to Escal Institute of Advanced Technologies (dba as SANS Technology), under FAR Part 13. The North American Industry Classification System (NAICS) code proposed for this requirement is 541519, Other Computer Related Services.

Foreign Participation: Due to the requirement to access the Government network, foreign contractors will not be allowed to participate.  The solicitation will only be open to US-owned businesses.  The solicitation will include DFARS 252.209-7002, Disclosure of Ownership or Control by a Foreign Government (June 2010).  


The contract will be single award contract with a five year period of performance.  This effort will be performed primarily at Hurlburt Field, FL and JBSA Lackland, TX.


This requirement was previously posted as a Sources Sought under FA8773-18-R-8021 on 25 April 2018.

All prospective offerors interested in submitting proposals must have a Commercial and Government Entity (CAGE) code and must be registered in the System for Award Management (www.SAM.gov). Additionally, all offerors must complete the registration package on the Federal Business Opportunities website, which places them on the solicitation source list.


An ACC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.  Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and recommendations to the Contracting Officer for resolution.  In addition, AFFARS Clause 5352-9101, Ombudsman, will be included in this acquisition's solicitation and contract.  The Ombudsman is the Senior Contracting Official at AFICC/KC and can be contacted at:  114 Thompson Street, Building 586, Joint Base Langley-Eustis AFB VA  23665, Telephone 757-764-6402.
