The Bighorn and Shoshone National Forests are advertising for interested contractors to provide proposals on a multiple award IDIQ contract for a base with four, one-year options. The anticipated contract will be Performance Based Services for completion of Class I, II and III heritage resource inventories and site evaluations within the Bighorn National Forest; Big Horn, Johnson, Sheridan, and Washakie Counties, Wyoming; and the Shoshone National Forest; Park, Hot Springs, Sublette, Teton, and Freemont Counties, Wyoming.


Work would include field inventories, site recording, site evaluations, and evaluation of potential effects, all associated documentation, inventory reports, and artifact curation. Compilation and submission of draft and final heritage resource inventory reports; which include documentation of survey coverage and heritage resources recorded; evaluations of site eligibility for the National Register of Historic Places (NHPA), and preliminary management recommendations.


All work conducted must meet standards defined by the Wyoming State historic Preservation Office (WY-SHPO).

Derived data will be used for compliance with the requirements of Section 106 and Section 110 of the National Historic Preservation Act as amended, and the Archeological Resources Protection Act, as amended and pertains to potential effects on heritage resources by proposed undertakings, and management recommendations associated with the proposed undertaking.


This solicitation is a 100% Small Business Set-aside.

The ceiling price of awarded contracts is not to exceed $500,000.00 dollars over the five year period covered under the base and 4 one year options. Anticipate award in early May 2015.


Two awards were previously made under this program for the period of time 06/01/2008 through 5/31/2013, Allan R. Burns, 7 orders, total $142,481.00 and Hope Archeology, Inc., 8 orders, total $315,104.78.


The solicitation will be posted on or about March 16, 2015. Solicitation will be advertised as a total small business set-aside.


There will be a pre-proposal conference on April 2, 2015 at 1:00 p.m. MDT at the Shoshone National Forest office located at 808 Meadow Lane Avenue, Cody, WY 82414. Potential offerors can attend via teleconference.  Please contact the Contracting Officer for the teleconference number and passcode.
