For ENW to be effective in reaching scale, it needs a comprehensive and integrated toolset that includes a program website (existing), social mobilization tools, Energy Action Web Portal, a variety of stand-alone/web/mobile applications, and a web-based Customer Relationship Management, Data Repository and Reporting Platform (the “Toolset”), which will streamline the interactions and transactions between designated ENW participants, designated community groups, contractors, vendors, utilities, and our staff (which includes personnel from multiple participating organizations). This software Toolset will be the backbone of our organization, enabling it to stand upright and move forward.
Given that ENW will add and remove campaigns and designated community groups, that partners will come and go, that technology may change and algorithms may be refined over the years, it is important that the Toolset’s software is flexible as well as functional and that we are able to revise business rules without having to engage in a large‐ scale rewrite of code. The Toolset’s multi‐user database that will be developed and populated should be scalable, secure, and capable of capturing information from other online sources, as well as from user input.
As a web‐based tool, the Toolset will be accessed by program participants, contractors, stakeholder partners, and program implementers. The Toolset will support a range of energy actions (as outlined on p. 6) that a program participant may take and will seamlessly integrate them into a consolidated reporting and tracking system both for the participant and other users. It must push products and services to external users and provide a means for measurement and verification for ENW staff. It must facilitate social networking and behavioral change on energy use and keep track of energy saved, carbon mitigated, program expenses and more. It may provide an accurate energy auditing and modeling user interface for contractors and produce output (homeowner facing reports) using NYSERDA compatible systems as described in RFQ 1303. Related to this requirement, suppliers are strongly encouraged to respond to NYSERDA RFQ 1303.
