SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes only and shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and a formal solicitation may or may not be issued by the Government as a result of the responses received to this RFI. The Government will not pay for any response or demonstration expenses. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.


BACKGROUND


The Office of Intergovernmental Affairs (IGA) is the Secretary's office for communication with elected and appointed officials, to include Governors, Mayors, tribal leaders, county officials, as well as the National Associations that represent those stakeholders.


The Department of Homeland Security is looking for a Commercial Off The Shelf (COTS) Customer Relationship Management (CRM) tool that holds contact information for state, local, tribal and territorial elected officials, as well as maintain awareness of the Department's interaction with these elected officials (roughly 2000 records). The tool is to be accessed via a DHS server and should have the ability to hold contact information, produce reports, and handle mass emailing/mailing(s). The tool should be scalable for multiple users with no changes to infrastructure or major alterations to the tool as IGA projects staff growth over the expected period of performance of this order and provide a customizable reporting capability. The projected growth is 14 licenses to start and growth to 40 licenses. DHS intends to have the vendor set up the tool and migrate the records from the existing Microsoft Access database and provide training to its users.

The purpose of this Request for Information (RFI) is to:
1. Gather information about what Systems are available in the current market place that will support the Customer Relationship management system requirements for DHS including systems that are offered "as a service."
2. Gather a rough estimate of the cost associated with the system and related technical services.



RESPONSE


We are requesting industry to provide a written Technical Capability to this RFI addressing each of the sections as outlined below:


I. Available Software solutions.


1. Brief description of the software solution. Include:
a. General description of the solution.
b. Technical requirements such as hardware and operating systems required in conjunction with the software.
c. Address what requirements listed in Attachment 1 are satisfied by the solution.
d. Address system capabilities that may be advantageous to DHS.
e. GSA schedule number if applicable.
f. Name of government agencies currently using the software
i. Brief description of how it is used.


II. System cost


1. Rough Order of Magnitude of the cost for system licenses and associated hardware and software.
2. Rough Order of Magnitude of the cost of associated services for tasks such as system set up, testing, end user training, Operations and Maintenance.
3. If the solution is available "as a service", a Rough Order of Magnitude for the service and what the service includes.

Responses must specifically describe the contractor's capabilities to meet the requirements outlined in the RFI. Submissions may not exceed 25 pages (one-sided), single spaced, 12-point type with at least a one-inch margin on 8 1/2" X 11" page size. Additional pages submitted over the specified page limitation will not be assessed. Responses may also include any concerns that could be revised or should be considered by the Government as part of the Request for Information (RFI). Hard copy or facsimile submissions will not be accepted.


Responses should also include the company profile, to include, but not limited to, company point of contact information (i.e. company name, point of contact, address, phone number, and e-mail), DUNS number, business size and socioeconomic category, applicable North American Industry Classification [NAICS], and primary line of business.


Your response must be delivered via e-mail to the addresses identified herein. Response due date: no later than 5:00 p.m. Eastern Daylight Time on February 11, 2015.
