The National Cancer Institute (NCI), Center for Cancer Research (CCR), Biophysical Spectroscopy Section, Radiation Biology Branch, plans to procure on a sole source basis custom image data acquisition and reconstruction algorithms for Electron Paramagnetic Resonance Imaging (EPRI) from GenEpria Consulting Inc., 10015 Old Columbia Rd, Suite B-215, Columbia, MD 21046, USA.
This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 541990, and the business size standard is $14 million.
Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be for twelve months aftr award.
The Biophysical Spectroscopy Section of the Radiation Biology Branch (RBB), CCR, NCI has been developing in vivo Time-domain EPR imaging methods using narrow-line non-toxic spin probes based on the trityls (triarylmethyl radical). These are one of a kind methods being exclusively developed by NCI for small animal imaging to generate three dimensional oxygen maps to understand and monitor radiological and chemotherapeutic treatment of tumor models. Currently a new and improved pulsed oximetric EPR imaging strategy based on Single Point (SPI) and Spin-Echo (SE) strategy that delivers high resolution spin and quantitative oximetric images.
As a newly emerging diagnostic and functional imaging tool for small animals, there are no commercial software packages available in the field of EPR imaging.
The contractor shall provide the following:
1. Bruker ICON MRI Pulse program for Selective excitation of lactate and other metabolites and support.
2. Co-registration of Bruker ICON MRI metabolite profile with EPRI to provide semi-quantitative analysis of metabolic profiles and spin and oximetric images and support.
3. Implementation and integration of Partial K methods to OMRI imaging system for EPRI and support.
4. Algorithm to visualize Real-time temporal patterns and co-registration on anatomic images from other imaging modalities and support.
5. Algorithms for T1 based absolute pO2 imaging and support: (a) Validation in phantom, (b) Integration to scanners.
6.3D-Image Reconstruction from multi-element coil structure
7. Analyze Radiation Induced Metabolite changes in mice using Metabalomic assays, gene microarray data analysis and statistical support.
8. Algorithm for the correlation of MRI and EPRI with histologic information assessed by microscopy using 3D printing of images and slicing and support.
GenEpria Consulting is the only known source for obtaining algorithms for image data acquisition and Image reconstruction of EPRI data. The staff of GENPRIA has more than 30 years of experience as a MR spectroscopist and also has more than 15 years of experience in developing algorithms for spectroscopic imaging using EPRI. Since EPRI is practiced in very few laboratories, this expertise is not available commercially. GenEpria understands the computational intricacies of image formation and reconstruction used in EPRI and is the only known source for obtaining algorithms for image data acquisition and reconstruction algorithms for EPRI.
This is not a solicitation for competitive quotations. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, Wednesday, July 16, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. All questions must be in writing and can be faxed (240) 276-5401 or emailed to Gwennifer Epps, Contracting Officer at [email protected]. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov. No collect calls will be accepted. Please reference solicitation number N02RC42564-83 on all correspondence.
