General Services Administration issues this solicitation as a Request for Proposal (RFP) for custodial services for the U.S. Environmental Protection Agency building sites located in Research Triangle Park and Chapel Hill, North Carolina.
In support of the EPA's mission, the contractor will provide custodial maintenance services, five days a week, Monday through Friday, and occasional weekend work as required, for three locations involving eight building locations to include the following types of space: office, cafeteria, classroom, computer room, fitness center, library, research lab, patient treatment area, utility, vending, washrooms, and an early learning center. Services will be both interior and exterior in nature. Exterior services will include snow/ice removal. Total estimated cleanable square feet (CSF) is up to 3,088,909, depending on options exercised.

The contractor shall provide all management, supervision, transportation, tools, equipment, labor and supplies necessary to ensure that custodial services are performed at the location(s) designated on the Schedule of Items and in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. This is a performance based service contract whereby the contractor is expected to perform the services according to commercial practices and APPA: Leadership and Educational Facilities, Custodial guidelines. The contractor will comply with environmental compliance as outlined in the performance work statement to include conservation of utilities, paper products, and green cleaning products.
Pursuant to FAR 19.805, this acquisition is a competitive 8(a) Set-Aside conducted in accordance with FAR Part 12.  The North American Industry Classification System (NAICS) code for this acquisition is 561210 Facilities Support Services and the small business size standard for this NAICS code is $38.5 million dollars in annual receipts.  All responsible sources considered an 8(a) under this NAICS code are eligible to respond to this solicitation.  For information concerning NAICS and SBA size standards, go to https://www.sba.gov/contracting/getting-started-contractor/make-sure-you-meet-sba-size-standards/table-small-business-size-standards.


GSA intends to award a firm fixed price contract with one (1) base period and four (4) one-year option periods of performance. The Offerors shall be considered responsible as defined within the meaning of FAR 9.104-1.

A MANDATORY site visit will be held on March 27, 2018 at the EPA's Research Triangle Park buildings located in Chapel Hill, North Carolina. Offers shall submit the list of visitors and company affiliation, via e-mail, to the Contracting Officer no later than March 12, 2018. All visitors will also be required to have an official photo ID for entrance into the facility. Proposals submitted from Offerors who do not attend the site visit shall be rendered as non-compliant and shall therefore be ineligible for award. No technical or contractual questions will be answered nor will any additional instruction outside the Performance Work Statement be provided at the site visit. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited.

Proposals are due April 24, 2018 at Noon Pacific Standard Time. The anticipated award date is on or before June 1, 2018.  Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation.
