Introduction:

The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy's primary national laboratory for renewable energy and energy efficiency research and development. NREL develops renewable energy and energy efficiency technologies and practices, advances related science and engineering, and transfers knowledge and innovations to address the nation's energy and environment goals.

The Alliance for Sustainable Energy, LLC (hereinafter called "Alliance") has entered into Contract with the Department of Energy (hereinafter called "DOE"), an agency of the U.S. Government (hereinafter called "Government"), for the management and operation of the National Renewable Energy Laboratory (hereinafter called "NREL"). All references to "NREL" in this Sources Sought shall mean the Alliance for Sustainable Energy, LLC.
Objective:

NREL is seeking expressions of interest from qualified individuals/organizations for providing custodial/janitorial services in their buildings primarily located in Golden, Colorado and additional buildings located at the National Wind Technology Center (Louisville, CO), Joyce Street Facility (Arvada, CO) and RTD Refueling Facility (Denver, CO).

Scope of Work:
The Subcontractor shall have the capability to provide all personnel, tools, training, vehicles, supervision and other items and services necessary to perform Custodial/Janitorial services for approximately 28 Buildings (Approximately 845,057 total square feet).

• South Table Mountain Site (Golden CO) includes 18 Buildings (Daily).
• National Wind Technology Center (Louisville, CO) includes 8 Buildings (Daily).
• RTD Refueling Facility (Denver, CO) includes 1 Building (Weekly).
• Joyce Street (Arvada, CO) includes 1 Building (Once a Month)

The Subcontractor shall furnish all labor, proper and necessary equipment and material to provide quality janitorial services, including: towel dispensers, toilet paper dispensers, trash receptacle liners, composting bags, soap for soap dispensers, and hygiene products.

The scope requires cleaning services on a regular five-day workday for the entire period of performance. Cleaning services shall begin at 5:00 p.m. each workday and shall end at or before 10:00 p.m. Basic cleaning services are not provided on weekends or on specified holidays (usually 10 that are subject to the Service Contract Act in conjunction with NREL recognized holidays). Two full-time Day Porters will be required between the hours of 8:00 a.m. to 5:00 p.m.

All subcontractor employees will be subject to scheduled cleaning matrices and site access requirements such as: badging, key-control, assigned building access, etc.

Period of Period of Performance:
The anticipated performance period is to be determined at a later date. The estimated period of performance will be a One (1) Year Basic Period and Four (4) Annual Option Periods (if exercised).

Special Requirements:
All products utilized to accomplish the scope of work will subject to environmentally safe requirements: cleaning products shall be environmentally preferred and or bio-based; paper products shall be made with recycled content; composting bags shall be biodegradable, trash bags shall be made of recycled content. The scope of work will be subject to additional environmental, health and safety standards or requirements, including Security.
Equipment will be subject to sustainable requirements as well as maintenance requirements.

The subcontractor shall be able to demonstrate their experience with similar government agencies and regulations.
The subcontractor shall be able to demonstrate their experience with the Service Contract Act*
and all labor laws pertinent to their employees.


*Federal Acquisition Regulation (F.A.R) Part: 52.222-41 - Service Contract Act of 1965 (Nov 2007) (41 U.S.C. 351, et seq.).


The current subcontractor has been in negotiations with the Service Employees International Union (SEIU), but to NREL's/Alliance's knowledge, the parties have not reached agreement on a collective bargaining agreement.


Small Business:
NREL is seeking interests from small businesses, small disadvantage businesses, women-owned businesses, economically disadvantaged women-owned businesses, HUBZone businesses, veteran-owned small businesses and Service-disabled veteran-owned small businesses.

The NAICS code is 561720 for Janitorial Services.

Response Requirements:
Organizations responding to this Sources Sought must demonstrate capabilities, attributes and skills to meet to meet the above requirements in their response. The response shall also include:

• Business Name and Address;
• Summary of your business/services; and
• Point of Contact, email address and phone number.
• Examples of performance on other government facilities of similar size.
• Examples of performance on a facility that required custodial services in scientific/research type laboratories that required strict safety standards.
• A description on how your firm manages custodial/janitorial performance at various locations.
• How many years your firm has been in business.
• Explanation of years' experience with subcontracts similar in size to NREL.
• Description on your company's use of sustainable Products, Equipment and Material.
• Description on experience with the Service Contract Act.
