It is anticipated that more than one contract may result from this solicitation. Any resulting contract is anticipated to be a multiple award indefinite-delivery, indefinite-quantity (IDIQ) contract with issuance of competitive task orders. The period of performance is anticipated for a base plus four one-year options with the shared program ceiling price not to exceed $2,000,000.00 during the contract period.

The purpose of the contract is for completion of Level/Class I, II and III cultural resource inventories and site evaluations within the Black Hills National Forest, in South Dakota and Wyoming, the Medicine Bow - Routt National Forest, Thunder Basin National Grasslands, located in Wyoming and the Nebraska National Grasslands in Nebraska and South Dakota.


The contractor shall provide any and all labor, equipment, supplies, services, permits, licensing, supervision, workman's compensation, unemployment insurance, and transportation to accomplish all work necessary for project.


In order to be eligible for award, Contractors will be required to obtain a U.S. Forest Service Region 2 Organic Act Permit for Archaeological Investigations on National Forest System lands. Application for permits are available by request from the Contracting Officer (Brenda Anderson - bjanderson@fs.fed.us). For the application process you will need: Completed application, Vitae/Resume of principles, and a curation agreement. Application review can take up to a week. If review is cleared, there will be a $135.00 non-refundable fee to process your permit request. Permit issuance can take from two to three weeks after receipt of the fee. If interested in the project, you may want to start the permit process right away.


A Pre-proposal meeting is scheduled for May 19, 2017 at 10:00 am MDT. This will be a teleconference meeting. Attendance is not mandatory. All interested parties need to register to receive call in number to attend the meeting. If no-one registers for the meeting, the meeting will not be held. All interested parties must email Brenda Anderson (bjanderson@fs.fed.us) to register by noon May 17 MDT. All questions must be submitted in writing to: Brenda Anderson, USDA Forest Service, Northern Tier RMAST, 1019 N Fifth St, Custer SD 57730, Fax to (605) 673-9350, or via email to bjanderson@fs.fed.us. Questions must be received by 1600 MDT May 22, 2017 - any questions received after this date will not be considered.


It is the contractor's responsibility to familiarize themselves with the normal terrain. You may Google: Black Hills National Forest, Nebraska National Forest, or Medicine Bow Routt National Forest for information on roads, terrain, and other pertinent information.


The solicitation is anticipated to be posted on May 8, 2017 by close of business.
