DESCRIPTION:
The Monongahela National Forest (managed by the USDA Forest Service) in West Virginia has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Cultural Resource Surveys.


The Contractor will be required to provide all labor, materials, equipment, tools, supplies, transportation, and incidentals necessary to perform Cultural Resource Surveys. Work will consist of reviewing existing sources of information on cultural and natural resources in the project area, conducting a complete coverage field reconnaissance, analyzing the results of the investigation and preparing a cultural resource report documenting the information. The objectives of this project will be to (1) locate and identify all cultural resources judged to be at least 50 years old; (2) provide a complete cultural resource inventory of the area; and (3) make a preliminary evaluation of the significance of identified historic properties according to the national Register of Historic Places eligibility criteria. A detailed description of the requirements will be contained in the solicitation document.


All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes.


LOCATION:
Performance of Cultural Resource Surveys could be required on Forest Service land within any of the four (4) district areas of the Forest.

INFORMATION FOR OFFERORS:
This requirement is being solicited as a commercial item. Requests for Proposal (RFPs) are being requested in accordance with FAR Part 12 (Acquisition of Commercial Items).


Award of multiple firm, fixed-price multiple year performance based service contracts are anticipated. The requirement is for a base period and an additional 4 (four) one-year option periods.


Vendors should propose prices for all contract items on the Schedule of Items for the base and all option periods.


A minimum of $2,500 is guaranteed in the base period only. The maximum value for the base period and all option years combined will not exceed $1,000,000.


SET ASIDE:
This procurement is set aside 100% for Small Businesses. The NAICS code is 541720 - Research and Development in the Social Sciences and Humanities and the Small Business Size Standard is $20.5 million.


CONTRACTOR QUALIFICATIONS:
All Vendors must have an active registration in the System for Award Management (SAM) database prior to award of a contract. Registration in SAM may be completed on the web at www.sam.gov.


This solicitation will ONLY be available electronically. All solicitation documents will be available from the Federal Business Opportunities website (www.fbo.gov) on or around May 1, 2018. Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
