The purpose of this Notice of Contracting Action (NOCA) is to announce the Government's intention to pursue a Sole Source procurement bridge (4 months) for the Cryptographic Architecture Modernization and Interoperability Engineering (CAMIE) requirement. This NOCA does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. The Government will not recognize any cost associated with submission of information in response to this or previous notices. The Government will not pay for any effort expended in responding to this notice.


In accordance with the Federal Acquisition Regulation (FAR) Part 5.201, a sources sought synopsis was posted to FedBizOpps (FBO) on 24 June 2014, titled MILSATCOM Cryptographic Architecture and Interoperability Engineering Support Services with the NAICS of 541712, size standard of 1,000 employees, and Service Classification Code of R - Professional, Administrative and Management Support Services. Statements of capability responses were received from a total of eight (8) companies.


In order to continue these essential services and avoid an unacceptable schedule delay during the process of conducting a competitive acquisition to the follow-on McCAIES contract, the Government will acquire the services on a sole source basis from:

The resultant contract will be awarded under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's requirements.



Description of Services:


The U.S. Department of the Air Force, Space and Missile Systems Center (SMC), Space Logistics Directorate contracting branch (SMC/PKJ) located at Peterson AFB, CO is contemplating acquisition and award of a single contract for cryptographic architecture engineering and interoperability technical advisory and assistance support services to provide recommendations relative to the interoperability, integration, support, and improvement of the operational MILSATCOM cryptographic architectures and associated test/laboratory mission emulation equipment.


The CAMIE bridge contract will allow for the continued provision of expert level Systems Engineering Technical Assistance (SETA) contract support services necessary to support ongoing Cryptographic Modernization Initiative (CMI) installations and upgrades. This support includes the performance of various engineering analyses, assessments, and recommendations regarding the integration, interoperability and inter-operations between the operational MILSATCOM systems/subsystems and the cryptographic equipment and associated architectures; verification of the connectivity flow of data, information, material and services; and the identification and definition of required modifications to the operational legacy Extremely High Frequency (EHF) terminal security architecture interfaces as necessary to maintain confidentiality, integrity, and authentication services.


The period of performance is for 4 months. The projected RFP release date for this effort is 30 April 2015, with a projected award in the third calendar quarter of 2015. The anticipated contract type is Firm Fixed Price (FFP).


The notice expires 15 days after publication.
