Cryopump Hardware and Installation
The NASA Glenn Research Center (GRC) has a requirement for the procurement and installation of four (4) new CVI Torrmaster TM900 Cryopumps, compressors and accessories.
NASA GRC intends to purchase the items from PHPK Technologies. The cryopumps, compressors, and accessories must be compatible with existing NASA GRC CVI Torrmaster Cryopump Systems and equipment. PHPK Technologies is the manufacturer of the CVI Torrmaster currently installed at NASA GRC. Integration of other manufactured products has been attempted, but the products were ultimately found incompatible with current equipment. Repeating this effort would result in increased cost, risk, and functional deficiencies.
Authority for sole source procurements may be found under FAR 13.501(a.)(i).
The Government intends to acquire a commercial item using FAR Part 13.5.
Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00p.m. EST on March 21, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
Based upon responses to this notice, a determination will be made by the Federal Government whether or not to compete this proposed effort on a full and open competition basis. This decision is made is solely within the discretion of the Federal Government.

All responsible sources may submit an offer which shall be considered by the agency.
