Crossroads Design, Development & Implementation for a WIC System
The North Carolina Department of Health and Human Services (DHHS) is soliciting sealed proposals to establish a
firm fixed price contract on behalf of the Special Supplemental Nutrition Program for Women, Infants and Children
(WIC) Crossroads Consortium (hereinafter referred to as Crossroads or Consortium). This Request for Proposal
(RFP) is issued for the benefit of the four states that make up the Consortium - Alabama, North Carolina, Virginia
and West Virginia.
The purpose of this RFP is to acquire the services of a qualified design, development, and implementation (DD&I)
vendor to design, develop and implement a custom, modern, configurable, web-based WIC Information System
(WIC IS). A proposal to transfer and modify an existing WIC IS will be considered as non-responsive to the
requirements of this solicitation. Members of the Consortium have reviewed existing web based WIC systems and
have determined that they do not meet the Consortiums business requirements. The Crossroads State Agency
Model Consortium, per direction from federal funding agency, requires that the proposed system be web-based.
Proposals, which are not web-based, will not be considered.
