The scope of the accelerated study phase is to accomplish the following:
o Evaluate and confirm existing site and facility conditions and available project information and address any information gaps applicable to program, concept design and energy and water efficiency strategies.
o Review and evaluate the current program and its development and confirm a facility program in coordination with the Division of Fisheries and Wildlife, the Department of Fish and Game and DCAM. It is expected that the future staff projection and related space requirements for work areas defined in 2008 remain the basis of the program. Organization of space, adjacencies, common and support areas and the energy and water efficiency/sustainable design objectives are open to investigation and development.
o Develop an approach to a zero net energy facilitydefined as a facility which on an annual basis produces as much energy on site from clean renewable sources as it consumes. This effort should first focus on load analysis and reduction potential, including operational and capital components, then address energy production. Options should be developed, and analyzed for their potential advantages, and a preferred approach should be selected. Energy modeling, site analysis, life cycle cost analysis, and other tools should be utilized to evaluate all systems, materials and design options at a level adequate to clearly establish an effective approach to a zero net energy facility. Analytical requirements not achievable within the study schedule should be identified and scoped to be done in Design.
o Develop a preschematic design solution which integrates program and energy objectives and can be accomplished within the available budget.
o Complete a Certified Study which will be the basis for Design phases and is supported by all required elements including a recommended solution, project narrative, Uniformat Cost Estimate, Life Cycle Cost Analysis, Operating Cost Estimate and Implementation Plan and Schedule.
NOTE: MEP Engineers role and experience are expected to be critical to achieving energy and sustainable design objectives.
