Purpose: This is a request for information (RFI) issued by the Office of Personnel Management (OPM), National Background Investigations Bureau (NBIB). This RFI seeks to obtain price, delivery and other market information and capabilities for planning purposes only as they relate to contracting for credit history reports. The Government does not presently intend to award a contract nor does it represent that a solicitation will be issued that follows the below. Responses received hereto are not offers and cannot be accepted by the Government to form a binding contract. Nothing submitted in response to this RFI will be shared outside of the interested parties currently planning for future requirements. Specifically, no contractor submitted information shall be shared with other contractors or those without a direct need to know in performance of their Government planning responsibilities.

Summary: NBIB, as required by the Federal Investigative Standards, is required to obtain Credit History information on the subject of a background investigation for employment purposes.


Credit History Reports typically include:


1. Traditional Credit Data (Information from Core Credit Data files)
a. Tradeline Information
b. Collection Information
c. Public Records relating to civil judgments, tax liens, bankruptcies
d. Subject Income/Residence Information


Interested vendors are also encouraged to provide any additional information which may be beneficial in understanding the capabilities and services available in the commercial market. The following is a list of sample data points which NBIB would like additional information (if available).


1. Statistical/Mathematical techniques used in automated credit processes
2. Non Traditional Credit Data
a. Payment Data Related to Non-Loan Products (rent, insurance, phone/utility bills, etc.)
3. Alternative Credit Report Solutions
a. Trending Patterns
b. Residence Change Patterns
c. Educational/Employment Information
4. Different Modeling/Reporting Techniques


NBIB anticipates that any solicited requirement would include the following features as required:


1. XML format via web service
2. Ability to accept batch files or 1 for 1 exchange of requests/results
3. Tri-merge Credit Report from the Bureaus
4. A manifest of responses provided
5. Electronic method for obtaining missing trade line addresses
6. A test environment, to include test data
7. Ability to provide detailed invoice and quality control reports



Additional requirements:
1. Credit Monitoring services
2. Ability to archive information
3. Mandatory IT Security Awareness Training
4. Personnel working on this contract must possess or be able to obtain a favorably adjudicated background investigation.


Interested vendors are encouraged to provide innovative ideas that could be implemented using automation and limited human review. NBIB is particularly interested in solutions which are commercially available and may be offered on an existing contract or agreement (e.g. GSA Schedule).


Interested parties are asked to provide 10 sample credit reports with different types of results. One sample should include a frozen credit response. Each report is limited to 15 pages.


Request: Interested parties are requested to provide white paper responses outlining possible technical solutions, capabilities, and cost/schedules, existing contracts where this service is available (e.g. GSA Schedule contract) related to the above mentioned requirements.
The cover page of the response shall include the company name, DUNS Number, address, point of contact including phone number and email address, as well as the business size status of the responding company. There is no specified format for the white papers but they shall be limited to no greater than 20 pages, excluding the report samples mentioned in the previous section.


Responses: The response shall be due no later than 12:00 PM Eastern Standard Time (EST) on April 4, 2018. The responses shall be emailed to Ms. Sarah Croyle, sarah.croyle@nbib.gov

The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned.
