This work includes, but is not necessary limited to:
Meet with the County (can be via phone) to clarify the project's objectives and the project scope;
Develop a survey based on a pre-existing set of questions in collaboration with county staff; the survey will be approximately 5-7 pages (written) or 15-20 minutes in length (as administered by phone);
Design and select a valid sample of County residents, with oversampling in identified areas;
Conduct the survey, yielding at least 1,000 completed surveys by County residents, in the defined area and in accordance with a sampling plan (the County is seeking a representative sub-sample of the County's population based on census demographics);
Field the survey both by telephone and mail, and have resources to conduct phone survey in languag-es representative of King County's population, particularly Spanish and Mandarin Chinese;
Potential for respondents to complete the survey on-line;
Have identified method and delivery for "cell-phone as primary phone number" work-around;
Provide all deliverables as identified below (Part C);
In addition to above, the proposer is invited to submit other contributions of work that will build to the overall scope and intent of the project.
