The purpose of this request for Proposals (RFP) is to solicit sealed proposals to establish a term
contract with one qualified firm that can furnish counsel for and production of an advertising
program to market and promote the Help Eliminate Auto Theft (H.E.A.T.) Program and the
Insurance Fraud Program (IFP) throughout the Commonwealth of Virginia for the Department of
State Police.
