The County of Dallas (Dallas, Tx) and the National Association of Counties Financial Services Center (FSC) are seeking information and proposals for the development of a program for local governments that provides cost recovery, cost containment and related services. Through a series of focus groups and informational meetings with county officials, the FSC has identified a need for a program that audits accounts payable and receivable systems for inappropriate payments, overpayments or duplicate payments within the local government entity or within a third party provider to that entity. Additionally, counties have expressed a need for a menu of cost containment and cost recovery services, a sample list of which is listed in Section 3.0 of this RFP.
Dallas County desires to strategically partner with one or more professional organizations to design, develop, implement and market this program. The FSC will act as an affinity marketer and as the program overseer for all program elements outside Dallas County. The selected partner(s) will provide the professional services, and will be responsible for sales and distribution of program products and services.
