The Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM) requires the services of Professional Construction Cost Estimating firms. The professional Construction Cost Estimating firms will assist with and advise in researching cost data, developing estimating guidance, and preparing cost estimates for Veterans Affairs Central Office (VACO), Veterans Health Administration (VHA), National Cemetery Administration (NCA), and Veterans Benefits Administration (VBA) , and subordinate Veteran Integrated Services Networks (VISN), VA Medical Centers (VAMC), National Acquisition Centers (NAC), CFM Regional Offices and VBA field offices, throughout the country. The contract will be for a base period, plus four option years. The basis for award will Best Value method. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering technical capability, past performance and price. Firms are advised that award may be made without discussions or any contact concerning the proposals received. The government reserves the right to award a contract to other than the low offeror. The firm must be a firm approved under NAICS Code 541310 with a small business size standard of $7.5 Million. The intent is to award two IDIQ contracts per region; however, award may vary depending on the interest shown. Firm may be located in the East, Central, or Western part of the United States. Firms must have an established working office within the region as outlined below. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about April 7, 2017. The deadline for submission of Requests for Information is April 17, 2017. The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. In order to view the solicitation package you must register with FedBizOpps. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at FedBizOpps https://www.fbo.gov/. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential offerors MUST register at FedBizOpps www.fbo.gov in order to receive notification and/or changes to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Prospective offerors who would like their company name included on the IVL list may do so on the FedBizOpps website under IVL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All interested parties MUST be registered in System for Award Management (SAM) and verified in the Veteran Information Page (VIP) to receive a contract award.
