Cost Dynamics of USDA Foods Usage in School Meals
The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) anticipates awarding a performance based firm fixed price contract for a contractor to collect data in SY 2014-2015 through a survey of all 50 State Distributing Agencies (SDAs) responsible for the administration of the States' Child Nutrition USDA Foods Programs. Data collected through this survey will supplement and validate profile information provided by SDAs to FNS for SY 2013-2014. The study will also collect more detailed information in a subset of States through structured surveys and/or interviews with SDA officials and with appropriate local, school food authority (SFA), and/or school officials at each point in the distribution process.
This project will examine how USDA Foods impact school meal program costs. The study shall examine how the full cost of USDA Foods varies based on factors such as State policies, school district size, meal participation rates, urbanicity/rurality, participation in buying cooperatives and State of origin of the food item.
