The U.S. Marshals Service is issuing a combined synopsis/solicitation for the following:


The United States Marshals Service (USMS) District of Oregon has a need for a contractor to provide qualified and experienced Corrections/Detention Officers (CDOs) that provide prisoner transportation and detention services for their offices in Portland, Medford and Eugene in accordance with the attached Performance Work Statement. The services will be on an as needed basis, with availability 24/7, for prisoners requiring medical appointments or hospitalizations.


(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; proposals are being requested and a written solicitation will not be issued.


(ii) This solicitation number 15M10218QA4100004 and is issued as a Request for Proposal.


(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: 2005-97.


(iv) This acquisition is a 100% small business set-aside. The associated NAICS code is 561612 with a small business size standard of $20.5 Million.


(v) Offerors shall provide their proposal on company letterhead.


(vi) The contractor shall supply all labor, material and equipment to support this requirement. Additional information for this requirement is attached to this notice.


(vii) The base period of performance for the resultant contract is anticipated to be April 23, 2018 through September 30, 2018.


(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.


(ix) The provision 52.212-2, Evaluation - Commercial Items applies to this acquisition. The contract will be awarded to the offeror with acceptable technical capability rating whose proposal contains the combination of evaluation factors (Past Performance and Price) that is most advantageous to the Government.  The lowest priced of the proposals having the highest past performance rating will represent the best value when compared to lower priced proposals.


(x) The provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. Provide a completed copy of Representations and Certifications at FAR 52.212-3.


(xi) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. Addenda are located on the attached SF1449.


(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. See FAR 52.212-5 on the attached SF1449 for the additional clauses cited in this clause applicable to the acquisition.


(xiii) The SF1449 and attachments contains all the additional contract requirements.


(xiv) Not applicable.


(xv) All proposals are due no later than April 4, 2018 at 10:00am (CT) and shall be emailed to Jeffrey Haubenreiser at Jeffrey.Haubenreiser@usdoj.gov.


(xvi) No telephone calls will be accepted.  All questions concerning the solicitation must be submitted in writing.  Written inquires will be answered in writing via amendment; however, because of the response time, no such inquiries will be considered if received after 10:00am (CT) on March 22, 2018.  All questions should be submitted to Jeffrey.Haubenreiser@usdoj.gov.


All potential offerors are responsible for monitoring and downloading all documents including amendments at the FedBizOpps website without further notification from the Contracting Officer. To be eligible for award, contractors must be registered in the following: SAM database at https://www.sam.gov.


The RFQ does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract in response to this RFP.
